Citizens' office

Pursuant to Section 50 of the Federal Registration Act (BMG), the registration authority may issue registration office information in special cases.

She may transmit data of eligible voters of a specific age group to parties, voter groups, and other sponsors of election proposals in connection with elections and referendums at the state and municipal levels in the six months prior to the election or referendum. The parties and voter groups may use this data solely for election campaigning and must commit to deleting or destroying the data no later than one month after the election. (1)

Upon request, she may provide information to elected officials, the press, or broadcasting services regarding citizens' milestone birthdays or wedding anniversaries. (2)

Upon request, the name, first name, and address of all residents over the age of 18 may also be provided to address book publishers for the purpose of creating an address book, exclusively in book form. (3)

In addition, the registration authority may provide information to the public-law religious community to which my spouse or minor child belongs, even if I do not belong to this religious community. (4)

Pursuant to Section 58 of the Soldiers Act, German citizens, both men and women, may undertake to render voluntary military service. For the purpose of sending information material, the registration authorities shall transmit the data of residents who will reach the age of majority in the following year to the Federal Office of Personnel Management of the Federal Armed Forces annually by March 31. (5)

Every citizen has the right to object to the disclosure of their data as listed above and to request that restrictions on data transfer be imposed. The following restrictions on data transfer are possible:

  1. Data Transmission for Election Purposes Pursuant to Section 50(1) of the Federal Election Act (BMG)
  2. Data Transmission Regarding Birthdays or Wedding Anniversaries Pursuant to Section 50(2) of the Federal Civil Registration Act (BMG)
  3. Data Transmission to Directory Publishers Pursuant to Section 50(3) of the Federal Civil Code (BMG)
  4. Data Transfer to Public-Law Religious Organizations Pursuant to Section 42(3), Sentence 2, of the Federal Civil Registration Act (BMG) (Disclosure of Family Members)

The objection, in the form of a request for a transmission block, must be submitted in writing to the Citizens’ Office of the Town of Rimpar, Schloßberg 1, 97222 Rimpar. No justification is required to request a transmission block. The restrictions will be entered into the registration records until further notice.

Certification of Signatures

 

Anyone who needs a signature certified,
must come to the municipality in person,
be able to identify themselves with a federal ID card or passport and sign the document in the presence of the certifying official.

Any person who has reached the age of 14 may apply for a certificate of good conduct at the registration office where the applicant is registered. For minors or persons lacking legal capacity, the application must be submitted by their legal representative.
The application can be submitted in person at the registration office. In that case, the applicant must be able to prove their identity and, if acting as a legal representative, must provide proof of their authority to act on behalf of the applicant.

 

You cannot have someone else submit the application on your behalf.

 

 

There are different types of certificates of good conduct

 

Certificate of conduct for personal use (private certificate of conduct)
This certificate of good conduct will be sent only to the applicant (in the case of minors, to the legal representative).

 

Certificate of conduct for presentation to a German authority (Certificate of conduct for official use)
This certificate of good conduct will be sent directly to the authority. For this purpose, the exact address of the receiving authority and the purpose of use are required when submitting the application.

 

Enhanced certificates of good conduct

 

Since May 1, 2010, in addition to the standard certificate of conduct, an enhanced certificate of conduct has been available upon application for individuals or for submission to authorities, in accordance with Section 30a of the Federal Central Criminal Register Act (BZRG).

 

The enhanced certificate of conduct is required when the applicant professionally or voluntarily supervises, guards, educates, or trains minors, or takes up an activity that is suitable in a comparable manner to establish contact with minors. Applicants for a passenger transport license (license class D and licenses for passenger transport) also need this enhanced certificate of conduct.

 

Like the standard certificate of conduct, the application must be submitted to the registration authority. In addition, a written request for submission of the enhanced certificate of good conduct required. However, this does not apply to certificates of good conduct for the issuance of a driver's license for passenger transport.

 

We will forward the application electronically to the Federal Office of Justice in Bonn for processing, where it will be issued and sent to the recipient within 8 to 10 days.

 

The fee for issuing a certificate of conduct is 13.00 euros and is to be paid at the registration office when applying.

In addition, there is the option to apply for certificates of conduct online directly at the Federal Office of Justice. This applies to certificates of conduct for private purposes, certificates of conduct for submission to an authority, and enhanced certificates of conduct.

 

The following prerequisites must be met for this:

  • As the applicant, you must have a new ID card with the online ID function activated or be in possession of an electronic residence permit.
  • You need a card reader to read the ID card or an app for your smartphone.
  • If you need to upload documents, e.g. to prove fee exemption for voluntary work or the request letter when applying for an enhanced certificate of good conduct, you will need a scanner or a digital camera.

If you have found an item within the municipal area of Rimpar, you are required to report it to the lost and found office of the municipality or to hand the found item over (Item No. 208).

 

If the owner has not come forward to the lost property office within a six-month retention period, the finder has acquired ownership of the lost item and then has the option to collect the found item upon signing. The finder will be notified in writing after the period has expired.

If the owner of the found item could be identified, the found item is returned to the owner. For found items with a value of up to 500 euros, the finder is entitled to a finder's fee of 5 percent, and for a found value of more than 500 euros, 3 percent as a finder's fee.

The Bavarian State Ministry for Economic Affairs, Infrastructure, Transport and Technology, upon application, granted the market town of Rimpar in agreement with the District of Würzburg the tasks of the district administrative authority - vehicle registration authority - regarding changes to vehicle owner details and de-registration. The jurisdiction of the district administrative authority remains unaffected by this, meaning that citizens can still carry out these official acts at the district office.

Since July 1, 2005, the following official acts can be processed at the Citizens' Office / Registration Office during opening hours.

Basics:
For changes such as changes of registered owner, name changes, or re-registrations from other districts, the vehicle registration office at the Würzburg district office remains exclusively responsible.

Changes to vehicle owner details for vehicles already registered in the district of Würzburg:
The vehicle must already be registered in the district of Würzburg.
The registered vehicle owner is moving within the same municipality or district.
Changes to „street“, „house number“ and „place of residence“ must be updated in the vehicle registration document.
A district resident can do this either at the vehicle registration office in the Würzburg district office or at the Ochsenfurt or Rimpar branch offices.

Required:
- Vehicle registration document or the new registration certificate Part I
- valid national identity card (with the current address)

You can have both vehicles registered in the Würzburg district and external vehicles deregistered with us.

To deregister a vehicle, you need the vehicle registration certificate (or the new Registration Certificate Part I) and both license plates.

 

Decommissioning costs:
for vehicles registered in the district and for external vehicles 17.10 euros 

 

License plate reservation:

You can reserve the license plate of the decommissioned vehicle as a retained license plate for 1 year if you are only deregistering the vehicle for a short time and will register it in your name again later.
If you reserve the license plate for another car, the reservation will be treated like a personalized license plate. The license plate will be reserved for 3 months.

To be able to calculate your individual income tax and remit it to the tax office, your employer needs certain information from you, such as your tax bracket, the number of child allowances, and your church tax status. 

Your personal income tax characteristics are stored in a tax administration database and provided electronically to employers.

 

Only the tax office is responsible for your income tax deduction characteristics. Therefore, please contact your local tax office directly regarding the consideration of child allowances, changes to tax classes, the separation of spouses, or the registration of allowances.

 

The registration authorities will continue to enter registration data such as marriage, the birth of a child, or joining or leaving a church into the central database of the tax administration. To do this, please come to the municipal administration, room no. 208, and bring the relevant certificates (marriage certificate, birth certificate, certificate from the registry office regarding joining or leaving a church), unless the registration office automatically receives a notification from the certifying registry office.

The new federal registration law – what I as a citizen should know

The Federal Registration Act has been in force since November 1, 2015. Here are important regulations of the Federal Registration Act that citizens must observe, for example, when moving:

The move is carried out using the pre-filled registration form. This is a procedure for the electronic request of registration data by the new registration authority from the previous registration authority during the registration process. This means that in the case of a registration, the individual's registration data is provided in an automated procedure by the registration authority at the new place of residence, thereby making re-entry of the data unnecessary. This is a facilitation for citizens as well as for the administration. The registration data already stored in the registration authority of the previous place of residence is transmitted electronically to the currently responsible registration authority.


Furthermore, the housing provider or apartment owner has a duty to cooperate with the registration in order to prevent fraudulent registrations. Housing providers or apartment owners must confirm the move-in to tenants in writing. The Confirmation of residence occupancy must always be presented when registering with the registration office. The content of the certificate is bindingly determined by the legislature.

 

A residential registration (moving from within the country) can also be done digitally by citizens without an appointment at the citizens' office using the electronic residential registration. This requires an identity card with the online function activated and the BundID. Here, after a successful electronic process, citizens can change the address on the chip of their identity card themselves and will be sent the update sticker with the new residential address directly by the Federal Printing Office.

 

Registration of residence

Information from the registry office to private individuals for the purpose of advertising and/or address trading is only permissible if the citizen has previously consented to the transmission of their registration data for these purposes. This consent must be explicitly declared to private entities (e.g., mail-order companies). It is also possible to submit a declaration to the registration office stating that one's own data may be disclosed to private individuals for the purpose of advertising and/or address trading. This consent remains valid until revoked and does not need to be renewed after moving. If no consent has been given, the registration office may not disclose the registration data for the purpose of advertising and/or address trading.

 

Furthermore, data collected for the purpose of commercial address determination through a registry office inquiry may not be reused by the data recipient (prohibition of data pooling). The improper use of purpose-bound registry office inquiries or the reuse of the data can be punished with a fine.

 

Furthermore, in the context of a standard register inquiry requested for commercial purposes, the commercial purpose must be stated in the future. The data obtained through the inquiry may then only be used for these purposes.

 

A strict purpose limitation also exists for so-called extended registry information, for group information, and for data that, despite existing block on the disclosure of personal data have been provided because a threat to the affected person can be ruled out. Once the respective pursued purpose has been fulfilled, the data recipient must delete the data.


For persons living in facilities for protection against domestic violence, addiction treatment facilities, hospitals, nursing homes, or other facilities that serve to care for people in need of care or people with disabilities, or serve residential care, a so-called conditional restriction on disclosure is entered in the registration register, provided the registration authority is aware that one of the aforementioned facilities is located at the address in question. In the case of registration register information provided to private individuals, the registration authority must in future consult the data subject before providing information in these cases and may then not provide information if the disclosure of information would impair the worthy of protection interests of data subjects.

 

Due to improvements in personal data protection regarding registry information provided to private individuals, the previously available option under registration law to object to the issuance of automated registry information to private individuals has been eliminated.

Federal ID card, passport and eID card

Federal Identity Card

In Rimpar, an application for the issuance of a federal identity card can only be submitted by a person who has their primary residence here. The application must be submitted in person.

 

FFor the application, you need:
- submission of a birth or marriage certificate if applicable

– current biometric passport photo in digital format.

 

The photo can be taken directly on-site at the citizens' registration office or at a suitable photo studio or drugstore for upload to a photo cloud and retrieval via QR code.

 

As of 05/23/2025, the photo can only be submitted digitally. The photo can be taken directly on-site at the citizens' registration office or at a suitable photo studio or drug store for transfer to a photo cloud and retrieval via QR code.

 

Please note that when taking photos on-site using the Point-ID device, the person must be able to move their head according to the machine's instructions and also follow a marker with their eyes during the capture. Therefore, taking photos on-site is often not possible for children under 6 years of age.

Since November 1, 2010, there has been the new ID card. For this, as with the passport, a biometric photo of the applicant is required. Since Aug 2, 2021 are based on European law requirements Fingerprints are now also mandatory for identity cards included in the ID document. A key innovation of the new identity card is the electronic identity verification function, known as the „Internet ID,“ for e-business and e-government. It can be used in conjunction with a PIN.

The old identity cards remain valid even after the introduction of the new identity card until the expiration date. Anyone who wishes to can apply for a new identity card before the old one expires, for example, if the photograph is no longer up to date.

Passport:

An application for the issuance of a passport or temporary passport can only be submitted in Rimpar by a person whose primary residence is here. The application must be made in person.

 

In the passport, in addition to personal data and the photo, two fingerprints (from the age of 6) of the passport holder are stored on a chip embedded in the passport.

When traveling to the USA: Due to frequent new regulations and changes to entry requirements for the USA, it is recommended to comprehensively check with the embassy regarding the current rules immediately before traveling to the USA. In addition, you are strictly required to obtain an electronic travel authorization via the internet at https://esta.cbp.dhs.gov obtain. When providing the serial number, please note: according to the Federal Ministry of the Interior, the letter “O” is no longer used. Instead, it is the number “0”.

For all identification documents, it must be noted that the document becomes invalid even before its expiration date if the person (especially important in the case of children) has changed to such an extent that they can no longer be identified from the photo in the document.

eID card for citizens of other EU member states

 

As of January 1, 2021, citizens of the Union and the European Economic Area have the option of applying for an eID card. With this card, EU citizens can use the online identification functions just like with the national identity card. The eID card is designed exclusively for online use and is not an identity document or travel document. Therefore, the card is not issued with a photo, signature, or other biometric data. 

 

Applying for the eID card is done in the same way as applying for an identity card. Anyone who has reached the age of 16 can apply for the card.

 

Every eID card is issued with a validity period of 10 years, regardless of age.

 

Bring to the application:

valid national passport or EU ID card

The issuance of the eID card costs €37.00

These applications are no longer issued by the municipalities; instead, they are requested directly from the social welfare office at the Würzburg district office.

Important:

The Foreigners' Registration Office requests that an appointment be made.

 

 

Since May 1, 2011, residence permits are only issued in credit card format. It is then no longer possible to issue or transfer residence permits immediately. It is expected to take 6 to 8 weeks for such a permit to be produced and delivered by the Federal Printing Office (Bundesdruckerei). The Immigration Office therefore requests that applications for the issuance or extension of residence permits be submitted at least 8 weeks in advance.

 

In addition to the usual personal data, fingerprints will be stored on these plastic ID cards. As a result, the time spent at the foreign nationals' counter will increase considerably. To avoid long waiting times when applying for residence permits, the Foreigners' Office requests that you make an appointment in advance by calling 0931 / 8003 – 0.

Pension applications can be submitted to the pension insurance provider or the municipal administration after scheduling an appointment.

As of July 1, 2011, universal conscription has been suspended—unless a state of emergency or national defense situation exists—and replaced with voluntary military service. Women and men who are German citizens as defined by the Basic Law may, pursuant to Section 54 of the Conscription Act, enlist to perform voluntary military service. To enable the Federal Office for Military Administration to provide information about voluntary military service, the registration authority transmits the following data annually by March 31 to the Federal Office for Military Administration regarding persons with German citizenship who will reach the age of majority in the coming year:

Data subjects have the right to object to data transmission. The objection is not subject to any conditions and does not need to be justified. It can be submitted to the registration office of the Market of Rimpar, room no. 208, by a Application for data transmission block be filed.
